New Urban Heating Regulations Will Be Implied In Qingdao
The new “ban heating regulations of Qingdao” will be implied since July 1. The new regulations prescribe,the resident who want to stop using heat,can file an application with heating unit and go through the formalities from April 15 to October 10.
The relevant personnel introduces,the resident are charged according to the using area,the use area are according to the effective legal documents such as the property ownership certificate,etc.; For instance property ownership certificate,etc. have not indicated use area in the effective legal document,its use area can be converted according to 75% of floor area. Such as proposing the objection to the use area that is converted with the family,thus we can solve through the method that is measured on the spot . To the measurement of the area of the balcony on the spot,thus the measurement of the balcony connected with room,etc. is according to all area; the measurement of the balcony with partition wall ( cuts off ) is not including area calculation; the partition wall ( cuts off ) is connected with room,etc. with the as a organic whole balcony after being removed,its measurement is to calculate by 50% of its use area of ground .
As far as the attic or basement with radiator,which effective legal document as property ownership certificate indicate use area,is charged according to its using area;Otherwise charged according to 50% of using area of its ground.
新的《青岛市城市供热条例》将于7月1日起施行.新条例规定,居民用户若想停止用热,可在4月15日至10月10日期间,向供热单位提出申请并办理手续。
有关人员介绍,居民用户按使用面积计费,使用面积按照房产证等有效法律文书为依据;如房产证等有效法律文书中未标明使用面积的,其使用面积可按建筑面积75%折算。如用户对折算的使用面积提出异议,可通过实地测量的办法解决。实地测量中对阳台面积的计算,与房间等连在一起的阳台按全面积计算;有隔墙(隔断)间隔的阳台不计算面积;隔墙(隔断)拆除后与房间等连为一体的阳台,按其地面使用面积的50%计算。
装有散热器并用热的阁楼或地下室,其房产证等有效法律文书标明使用面积的,按其使用面积计费;未标明使用面积的或无房产证等有效法律文书的,按其地面使用面积50%计费。
