Construction Department Define The Total Goal Of Energy Saving
In middle of July,2005,Wang Tiehong,engineer from Construction department,said in the First China Science and Technology Land Forum that,energy saving of construction has became the keystone of presently work. The total goal about energy saving of construction has been defined and the detail schedule has been drafted.
The total goal is that,execute energy saving standard to new built construction to 2010,the existed construction saving and water saving reformation will lay out step by step,the total energy consummation will achieve saving 50 percents. To 2020,northern and developed area achieve the 65 percents goal of construction energy saving.
The total goal will be pushed on though three stage : push on the new construction energy saving all-sided,perform construction “four saving” standard; reform the existed construction energy saving,supervise the new built construction by energy saving standard; achieve the total goal in 2010 to 2020.
Energy saving for publican construction will be the keystone,push on construction energy saving all-sided.
2005年7月中旬，建设部总工程师王铁宏在“首届中国科技地产高峰论坛”上表示，建筑节能工作已经成为现阶段的工作重点，可以用“节能风暴”来形容。关于建筑节能的总体目标已确定，为节能工作的开展也划分了明确而详细的时刻表。
该总体目标是：到2010年全国新建建筑全部执行节能省地标准，既有建筑节能、节水改造逐步开展，全国城镇建筑总能耗要基本实现节能50％。到2020年北方和沿海经济发达地区和超大城市要实现建筑节能65％的目标，以及节地、节水、节材目标。
总体目标分三个阶段来逐步推进：全面推进新建筑节能，执行建筑‘四节’标准；进行既有建筑节能改造试点示范，对新建建筑实行节能省地的标准监管；在2010年到2020年实现总体目标。
公共建筑的节能降耗成为重点，总体推进建筑节能。
