China Public Buildings Have Walked into Energy-Saving Times
On 1 July 2005,the Standard for Energy-Saving Design of Public Buildings has been carried into execution officially. It is constituted,censored and authorized by the Department of Construction and promulgated associatedly by Construction Ministry and National Quality & Technology Proof-testing and Quarantine Bureau. It is the first all-around national standard concerning public building energy-saving design. The execution of the Standard is the sign that our country has spread the work of building energy-saving in the field of civil buildings roundly. It is an important act that houses and public buildings with saving energy and terrae are popularized in construction trade and the more rigorous standard about saving energy,water and material will be instituted and constrainedly pushed.
Erenow,the Department of Construction has issued the Notice about the Strictly Execution of Energy-saving Design Standard in Newly Built Inhabitation Buildings. It is required that the constraint prescripts in the Standard should be strictly executed in urban newly built constructions. The unites or individuals will suffer punishment that 5 million Yuan will be amerced at most if his construction dose not fell short of the Standard. The Notice also brings up that big cities and freezing areas can execute it in terms of the local standard of 65% energy-saving rate.
Many districts issue their own energy-saving standards duly aiming at the demand of the Department of Construction.
2005年7月1日，由建设部组织编制、审查、批准，并与国家质量技术监督检验检疫总局联合发布的《公共建筑节能设计标准》正式实施。这是我国批准发布的第一部有关公共建筑节能设计的综合性国家标准。《标准》的发布实施，标志着我国建筑节能工作在民用建筑领域全面铺开，是建筑行业大力发展节能省地型住宅和公共建筑，制定并强制推行更加严格的节能节材节水标准的一项重大举措。
在此之前，建设部还颁布了《关于新建居住建筑严格执行节能设计标准的通知》，《通知》要求城市新建建筑均应严格执行建筑节能设计标准的有关强制性规定，违规单位或个人将受到处罚，建筑节能不达标，最高将被罚款50万元。《通知》还提出，有条件的大城市和严寒、寒冷地区可率先按照节能率65％的地方标准执行。
针对建设部的要求，许多地方及时出台了自己的节能标准。
