Central Heating Will Be Far Away From The Market Day By Day
Our country will set about to reform the last whole people welfare systems. Since the winter of 2005,Beijing has tried to popularize the charge of heating that measured in single household to central heating users,more than 1000 users including Guowei,will pay the fees according to the heat of each household. Such a pilot project will be popularized in such 15 provinces and cities as Shandong,Henan,etc. this year,the popularization will prepare for the heat system reform in an all-round way in the future.
Up to last year,the default heating fees had respectively reached 2,200 million yuan and 1,200 million yuan totally in Shenyang and Harbin of the Northeast,the difficult of charge had been perplexing the great mass of enterprises. Meanwhile,the wasting phenomenon is more serious,a lot of users whose fees according to the area of the house,do not care about energy-conservation,they would have open the windows to reduce the higher temperature in room. Some newly-built housing district has adopt the method of measure according to single household,but heat energy utilization ratio was not so good as central heating.
In July of 2005," the instruction about urban heat supply system reform pilot work " had been published in China,which plans to finish the reform of the existing system during about 10 years,its focal point is: Hot resource’s commercialization,individuals paying the heating fee directly; To imply the charging system according to quantity of heat; Heating marketization,competition mechanism’s introduction.
我国将着手改革最后一项全民福利制度。从2005年冬天开始，北京市对集中供热用户试行分户供热计量，包括郭威在内的1000多用户将按照各自使用的热量缴费。这样的试点今年还在山东、河南等15个省市进行，为今后全面推行供暖体制改革做准备。
截至去年，在东北的沈阳和哈尔滨两市，遭拖欠的采暖费累计达到22亿元和12亿元，收费难问题困扰着大部分供暖企业。同时，浪费现象比较严重，许多按房屋面积缴费的用户不关心节能，室温高就开窗散热。一些新建住宅小区采用分户供暖的方法，但热能利用率不如集中供暖。
2005年7月，中国出台了《关于城镇供热体制改革试点工作的指导意见》，计划用约10年的时间完成对现有体制的改革，其重点是：热资源商品化，用户个人直接缴纳采暖费；实行按用热量收费制度；供暖市场化，引入竞争机制。
